Backtagging: Absolutely!
Threadhopping: Sure, as long as it's not marked as private.
Fourthwalling: Sure. He won't get it, though. Claudius was a real historical figure, and I, Claudius is narrated as though by Claudius himself, writing his memoirs in advanced age. So unless you go, "And you are clearly the character played by Derek Jacobi in the classic miniseries..." he'll just assume you're talking about historical!him (what even is a novel, or fiction as a literary genre?). And if you do say that, he'll just think you're delusional or very confused.
Offensive subjects (elaborate): Pretty much anything is game. He doesn't like being made fun of for his disabilities but he's used to it. He's still a little traumatized because of Caligula's...being Caligula, but feel free to poke at him about it, or spoil him for future history.

Hugging this character: Please do! He'll be surprised but gratified, unless he really doesn't like you. (In which case you still can, if you wish. He'll probably just freeze up.)
Kissing this character: As above.
Flirting with this character: Sure! He'll be extremely surprised, flattered, and maybe suspicious. He's very straight, so he'll only flirt back (in an awkward way) if you're female, but he won't be at all offended by male characters hitting on him. Just confused about why they're not talking to someone more attractive.
Fighting with this character: Yes, if your character really wants to go after an unarmed, white-haired, obviously disabled guy. Claudius will fold like a wet paper bag in the face of physical violence - he has basically no ability to defend himself.
Injuring this character (include limits and severity): Minor injuries, sure. I'm willing to negotiate more, but contact me first.
Killing this character: Contact me first.
Using telepathy/mind reading abilities on this character: Have at him! He's 100% human with no psychic defenses. (Lots of awful memories, though.)
